| Abstract | The central purpose of this study was to identify effective state strategies for school improvement and the conditions that facilitate these strategies within states and districts. Researchers conducted case studies in 10 states that currently have a state-sponsored school improvement plan: Arkansas, California, Colorado, Connecticut, Georgia, Maryland, Missouri, Ohio, Pennsylvania, and South Carolina. Two types of programs were studied: instructional improvement with an emphasis on a training component (five states), and schoolwide improvement (five states). Analysis of the case studies suggested that the introduction and implementation of school improvement programs have four main stages: initiation, initial implementation, complete implementation, and institutionalization. The state and local conditions facilitating the implementation of school improvement programs are described. The state educational agency actions that support school improvement are also discussed. Appended are: (1) descriptions of school improvement programs in 10 states and state contacts; (2) state school improvement programs checklist; (3) glossary of terms; and (4) information sources.
